To all coal producers of coal of Cherokee and Crawford counties, Kansas, operating under receivership

Summary: In November, 1919, coal miners in southeast Kansas went on strike. The Kansas Supreme Court created a receivership to operate the mines pending the end of the strike. This document was sent to all coal producers in Crawford and Cherokee counties in Kansas as a result of the case Hopkins vs. Bruce & Pierard Coal Co. in the state supreme court. The document outlines four directives that coal producers are advised to follow during the state take-over of the mines. But mine workers did not return to work as outlined in item one of this directive. Miners refused to return to work for the state following advisement of local union leaders and a refusal by the state governor to pay increased wages as demanded. The state continued to operate the mines until mid December when local leaders agreed to a settlement and called workers back to the mines.
