Scope and content: This file contains records of meetings held with the city council and mayor of Atchison, Kansas that discuss the number of inhabitants in the city and the desire to become a city of the first class. A city of the first class is a city with a population of 10,000 or more at the time of organization. The following document is a certificate showing that the city of Atchison has a population of over 15,000 and asks Kansas Governor St. John for a proclamation that the city be declared a city of the first class.
