Scope and content: An affidavit from the County Clerk of Ottawa County certifies to Kansas Governor St. John in an election held in their county that John J. Brown was elected to the Office of Sheriff of Ottawa County and did file his bond. A separate letter from C. L. Botsford informs the Governor John J. Brown failed to qualify to hold office within twenty days after the canvass, in the letter he requests the Governor appoint a different person to fill the position.
