Scope and content: These letters, spanning 1887 to 1888, are from the residents and offices of Phillips County, Kansas regarding the county surveyor to Kansas Governor John Martin. Jacob Poppen wrote his resignation from the county surveyor. William B. Stubert and F. R. Weeks both have endorsements and signed petitions for their appointment. Phillips County was organized on July 26, 1872 and named for William Phillips, a free-state resident who was tarred and feathered in Leavenworth County in 1855, forced to leave, and killed a year later by ruffians.
