Scope and content: A petition from the citizens of Graham County, Kansas requesting Kansas Governor St. John establish Roscoe, Kansas as temporary County Seat. The petitioners explain that Roscoe is nearest to the center of population in the county and will thereby accommodate the most voters in Graham county. Accompanying the petition is a separate appeal informing the Governor that there was a misrepresentation in petitions by committees from other towns and the names on their petition want to be recognized under the Roscoe petition.
